[SOLVED] 100% disk usage when downloading

Hello there, so I've recently brought a PC and the following specs are as follows:

i5 8600k
GTX 1060 6GB
931GB Seagate ST1000LM048-2E7172 (SATA )
Gigabyte Technology Co. Ltd. Z370P D3-CF (U3E1)
8GB 2666 DDR4 (Single stick)

So I've began downloading a game on steam and as soon as I began installing it, the hard disk jumps to 100%, drops down occasionally, but when I pause the download, it goes off 100 but constantly jumps around between 15 - 60% usage. I heard that this could be an issue if the motherboard drivers are not updated, now I have no idea how to check if my motherboard drivers are updated, as I had sent this PC to be built by someone and they did say that they updated all the drivers, but I just want to be sure that they have. Is there a way I could?

Solution
you are downloading compressed game files, then uncompressing them. Your HDD is literally busy and the only solution is to get separate fast SSD for games

Even then, I have seen Steam thrash a SATA SSD to within 100% of its capacity.

This is fairly normal for Steam. It really depends on the game it's trying to install.
