100% Disk Usage

100% disk usage with only 3mb used.It Is usually the system that consumes it when idle but even when I enter the browser it goes to 100%. No it is not just on windows 8, I also tried whit another disk and I installed windows 7 while on my computer(it didn't have any OS on it) and it was still 100%. Also the Page File doen't work and The Superfetch and all the other didn't work either. Please Help I'm going Insane with how slow my computer is going,The disk usage just appeared suddenly, from 1 second to open Google Chrome it went to 10

run a chkdsk on the HDD.

Click start> type in "cmd" in search bar > r click and run as administrator

when it opens, type in: chkdsk /r

it will tell you that you have to restart for it to begin
