Question 100% Gpu load on GTA IV loading screen on gtx 1070 24 gb

I noticed some time ago that the gpu load is 100% on loading screen on gta iv. (Grand Theft Auto 4)
The gpu load on the R* logo (Rockstar logo) is almost 3% and when i click start it goes to 100% and when the game is fully loaded the gpu load goes down to 10-20%

So? Why is that a problem? Probably a lot of textures are being loaded at that time.

BTW - GTX 1070 is 8GB card (not 24GB).

Also thanks for the reply i was worrying that i did something wrong with the game files.
