100 Mbps LAN limited to 10Mbps usage. PLS HELP DESPERATE

Hello all recently i had to change my HDD with new one and when i installed the new one i put widnows 8.1 but when i use applications like Steam Origin Twitch even the browser my network usage stays on 10Mbps from 100Mbps it says 10% network utilization.

I tried everything the cables are fine i uninstaled drivers reinstalled them even i tried change back to my old HDD but even there the network is limited to 10Mbps utilization.

The strange thing is that when i download torrents the speed is 12 mb/s and network utilization is 100%. PLS HELP WHY ONLY TORRENTS USE MY FULL NET EVERYTHING ELSE LIMITED TO 10Mbps usage i can't even stream on Twitch anymore

Most likely this is simply an issue of the servers you're downloading from not having enough bandwidth to keep up with your connection - the speedtest shows that there's ~100Mb/s through to the internet.

Other option is that you're confusing MB/s and Mb/s - the 12MB/s you're seeing in torrents is likely maxing out your internet connextion, and 10MB/s is still pretty close.

I used to stream on Twitch with 5Mbps upload now it only goes to 2.5 and nothing more. I Used to download from origin with 18 megabytes per second now the best i have is 1 megabyte and 200 kb <-- same with Steam and every other client in the world. My youtube 1080p content load slow because its the browser is capped to only using 10Mbps it used to be like 50 or 60 Mbps depends. This all started 1-2 weeks ago and it never manage to fix itself i even contact my provider they said its all good.

I rly red the entire google fro solutions but nothing manage to fix it

http://imgur.com/V5j9REr look at the picture i tried a location from UK and the up is 10 Mbps and Down is 10Mbps i tried one in the central europe too but its capped to 10Mbps too what does this mean?

Most likely your ISP is throttling you, usually for heavy usage.

Thanks alot mate but im rly pissed of my F... Father thinks he know everything and says im just imagining and the internet was always like that... we have this net fro 2 months now i guess ill just hope it gets better can't rly do much about it
