100 percent cpu usage, 60 percent gpu??

I have been getting REALLY low fps with my new 980ti and i checked and my cpu (i5 3550) is at 100 percent usage and my gpu is at 60 percent. I wouold get like 40 fps in gta on high settings. Any help?
Update: Ran 3d Mark fire strike and got a 12500 score? Is that good?

Check your temps while you're gaming with HWMonitor or another reputable program. A properly functioning i5 3550 should be able to maintain decent frame rates in any game.

Have you checked for dust build up? My guess would be that you're CPU heatsync is clogged up with dust, or perhaps even the fan has failed. Something's not running properly there.

how much RAM do you have on your PC?
The CPU shouldn't be bottlenecking your Card that much.

did you perform a clean driver install? o just plugged in your card using the old driver installation?

at what resolution are you playing? what are the graphic settings?

I am playing at 1080p. I have 16gb of ram. I unistalled drivers with DDU and resinstalled correct ones. I usually play at high settings.

My max temp is around 64 degrees.

Im getting like 150 max fps on high in cs go. I do not own BF1. I am more worried about the cpu usage and gpu. I really don't think that a game such as borderlands 2 should be dropping fps that much. I also don't think that my cpu should be at 100 percent while game, and my gpu is at like 60?? This is kind of frustrating. Could it be some sort of malware or virus?

No reason that CPU should be choking on Boderlands 2. Either overheating/throttling, or something else is going on.

Monitor CPU temps under load. HW Monitor is a good utility - it will capture the max temp.

My temp never exceded 60c. But i saw that the second i opened a game, my cpu went from like 10 percent to 100 percent.
