100% usage of i8700k

I upgraded my computer (I basically bought a new one). I did a clean windows and driver reinstalls, already right of the bat I was somewhat disappointed with the performance (fps in games) which I assumed would be a little better provided I'm running i-8700k, gtx 1080 ti and 16gb ram all on a msi z370 motherboard.

Recently I noticed that whatever I do, my Task Manager shows that my processor has 100% utilization even after Safe reboot it's still 100%. Whenever I turn off the process that's ''eating'' the biggest percentage of CPU resources, the second one takes over, it's percentage jumps and CPU is still on 100% whatever I do.

Temperatures are OK, in my opinion, they range between low 50s to mid 60s. (I use HWMonitor for that).

Any more information required? I'm planning on doing a clean windows and drivers reinstall, but figured I might inquire here before I go through that hustle.
 
Solution
Make sure all Windows updates (and/or cloud storage syncing) are done downloading/updating before gauging/evaluating CPU utilization. Once done, with no browsers open, you should be at 1-2% cpu utilization, at most. (barring any malware, of course)

HWMonitor shows 5 cores with 4,4MHz.

Relating processes, it's whatever process, whether anti virus, internet browser or when everything is closed - it might even show that System is taking 50-70% of utilization.
 
was this a clean/fresh install, or did we swap CPU and MB, power up, and are now wondering why performance is not optimal? Edit: (Sorry, i missed where you said you already did clean/full reinstall)

Have you installed all chipset drivers provided by MSI unique to your MB?

Have you installed the GPU driver package by Nvidia?

(Is your gaming performance actually marginal, or, is performance fine, but we are merely concerned that to get your 180-200 fps, the CPU utilization is still high?)

 
I have only 3 start up processes enabled for my convenience.

Also, I just double-checked, I've been running the default settings in BIOS.

It was a clean reinstall and I've installed all the chipsets and GPU drivers (through nvidia geforce experience), also the MSI MB drivers have been installed.

While gaming the performance is OK (80-100fps), although I assumed it should be higher with the setup.

The processor usage is always at 100% even when nothing really is open. The system and task manager itself is shown to be using 60-70% of processor resources.

I might try to do a fresh reinstall of windows and all the drivers tomorrow and see if it fixes the problem. I'll post if it worked or not probably in 24 hours or little less.

What about task manager, what does that show when you go on to the cpu tab when its maxed out?
 
I just did a clean windows reinstall, downloaded Driver Boost to make sure I've got all the drivers and chipsets necessary and my processor usage seems normal now. I'm about to test how it performs while gaming. Thanks to everybody who helped, you guys are awesome!
