[SOLVED] 100% Usage with low temps and low fps

I've been recently having problems with playing games, I would get really low fps 20-40 with 100% usage on my GPU. The temps are low at around 30C. Most of the time a restart would fix the problem but I'd prefer to have it work normally. In rocket league I get 30fps at max settings 20% CPU 40C and 100% GPU 45C. Normally I would have approx 200fps neither reaching 100% usage.
I've tried:
Uninstalling GPU drivers with DDU in safemode, both new and old drivers.
Reseating the GPU from motherboard.
Changing settings in the control panel.

I didn't try reinstalling windows since it's preferable not to. Specs are below

Welcome to the forums, newcomer!

You should be on version 20H2 for your OS, see if you can perform an update for the OS or else back up all critical content for your platform and then fabricate your bootable USB installer using Windows Media Creation Tools, then reinstall the OS.

After the OS installation is complete, manually install all drivers for your platform in an elevated command, i.e, Right click installer>Run as Administrator.

As for your motherboard, what BIOS version are you on for it? Make and model of your PSU and it's age?

Im Unsure of the PSU but Its been around 2 years now and its a 450W. The BIOS is the newest as of 2months ago when i updated it. Ill be trying the methods soon and ill get back to you.

Updating the system seems to work, ill keep it updated incase it happens again, Thanks for the help :D
