Is there anywhere i can shave off a few bucks and still keep the performance?
I have thought about buying 1x 560ti and upgrading to SLI later, but i fear it will be very weak with only 1.

Also one GTX 560ti is pretty quick. I have a GTX 470 and have no issues playing games at 1080p. If you're still tight on cash after those changes buy one gpu first and if you're not happy it takes very little effort to add the other one later.

Without studying every detail, it sounds like you have the answer. Buy one card now, and a second card sometime down the line. As for 'very weak' performance from one 560ti, your expectations exceed mine.

As you can see, i chose the GTX 570, and i save about 180bucks. and rather get a second one later for SLI 570s

How does that sound? compared to SLI 560ti's

But i'm still at $1547 which is VERY pricey compared to some other builds on here (with same specs)

NewEgg.com and Amazon do not ship to Norway, and i feel EBay is rather risky.

What would be your advice here?

Drop the Noctua, waste of money.
Get either the Hyper 212+ or the Hyper 612 OR the Hyper 212 Evo, all are better if not close to the Noctua's performance for much less.

As for Boards, get the Asrock Extreme3 Gen3 Z68 or the GIGABYTE GA-Z68A-D3H-B3 both would be better for the money and give you a larger form factor.

Drop the Dominators, waste of money and virtually no performance benefit. Get the G.Skill Ripjaws 8GB DDR3 1600, the cheapest ones.

Get the Antec HCG750 or the Lepa 850 or the OCZ ZS 750 all would be enough power and save you money.

Motherboard: The Asrock is no where to be found (that ships to Norway) and for the GIGABYTE I only found a

RAM: The G.Skill Ripjaws are rare here, (I can get them from a dodgy site at the same price as the Dominators) Is it really that much difference?

PSU: I can get the ANTEC HCG for a bit cheaper than the 1000W i had picked out. ($50 cheaper) from the same dodgy site.
Again, is it that much better?

(I know living in Norway sucks we cant get all the gadgets)

no, x8/x8 will be fine for sli, it's pretty much the standard. you honestly don't need 1000w for 2 gtx 560 ti, you could probably get away with 750w, but 850w to be safe. personally, avoiding dodgy sites is probably a good choice, especially for the psu, as a bad one can fry all of your other components.

i'd say yes, cause it never hurts to have 50 extra watts...
and my understanding was the the mobo had x16, x8, and x4. so you would just sli/cfx in the x16 and x8 slots
unless i was interpreting something incorrectly?
edit: i did misinterpret something. theres only 1 pci express 2.0, you would need 2 2.0 slots

The TX would be the best for the money. I'd have to say that going with the Hyper 212+ or the Hyper 612 is good. Especially since it is cheaper, Also go with the D2H if it is cheaper. It'll perform roughly the same but save money.

You know more about this than me. If the GTX 560ti has an Express 2.0 port (and a normal express)
then i guess you are right. because at the moment what i see is:
1 x PCI Express 2.0 x16 ( x16-modus )
1 x PCI Express x16 ( x8-modus )
1 x PCI Express x16 ( x4-modus )
1 x PCI Express x1
