I dont need an os,keyboard and mouse. This is all the money i have and i want to make the best out of it. I want to play triple a games like witcher, fallout 4 and gta and some future games. I want to focus my budget on cpu,gpu and monitor. Pls help.thanks

So I would recommend those parts for right now, but we are on the edge of seeing new gpus from Nvida and possibly AMD in 1-3 months. If you can wait till then, I would, however if you need it now, this is what I recommend.

He doesn't need the cooler. Skip the cooler and upgrade the monitor a bit.

Yeah he does need the cooler if he cares about noise. Spending $30 on the monitor will not get any more features or higher end specs.
