ASUS, Samsung & Toshiba are all releasing 28inch 2160p (Ultra HD) monitors with 60Hz at around $800. They're going to hit the shelfes in a couple of months (maybe less in US).

2160p in 120hz... You'll be waiting a looong time before one releases. We don't even have 1440p monitors released at 120hz yet...

Yes you could probably in around a year +/- some time, get a 4K tv with over 120Hz, but it wouldn't be "real 120hz". Since it's still only taking 60hz from your pc or other connections, and then making up the rest by itself so make it look more smooth. Not the same as 120hz gaming monitors at all.

So you CAN get 4K monitors at 60hz at around an affordable $799, from ASUS, Samsung & Toshiba.
