No reason to get a tiny Noctua cooler instead of a tower one (unless you just like the aesthetic of it, but it won't give you much headroom for overclocking), also no reason to either limit yourself to 16GB of RAM (since it's becoming the recommended amount) or have to throw away sticks later. Within the same pricing as those Crucial sticks you can get 2666MHz Vengeance LPX.

It is also a good idea to spend those extra 20$ for a much better quality PSU.

Right at your origenal price with 16gb of memory already and no reason not to get the 650 Watt PSU it's the same price as the 550.
If your really trying to stay at a 1K budget then you need to downgrade the CPU and board becsuse as of now you have no drive even and are over budget.
