$1000 PC Budget, What can I save from my old pc?

I bought my PC from IBuyPower about two years ago. It's been a freaking nightmare in terms of issues, and I'm looking to upgrade my current pc or start anew in order to play more smoothly and possibly stream. My main games vary wildly. I enjoy CS, a rather CPU intensive game (or so I'm told), but I also play more GPU intense titles like GTA V and Fallout/Elder Scrolls titles. I'd really only be looking to stream games like CS or Rocket League. I'm not ambitious enough to attempt to stream GTA V or something similar.

I'm looking to scavenge as many parts from my current pc as possible to keep it cheaper, although I'm not entirely sure what's salvageable and what is junk. All parts are original other than my recently updated GPU (3 months old).
Current Parts New GPU
Side Note: My GPU has an odd bug I have been unable to remedy. I showed it in this video. I'm not sure if it's a compatibility issue with my current PC or whats happening with it. This may affect whether i can reuse it? youtube video of bug

I was going to create a new PC on the part picker site, but without knowing what's salvageable it was hard to create something accurate. In summary, I'm looking for the most cost effective parts that will allow me to play FPSs and more graphically intense RPGs at 1080p, and parts that will allow me to stream games like CS:GO, Overwatch, and Rocket League. $1000 is the max I'm willing to spend. I'd love to get something even cheaper. I don't need any keyboards, mice, or anything like that. Only thing I need other than the hardware is a copy of Windows, most likely Windows 10.

Thanks in advance for all the help guys <3

Yes I provided unlocked processor for...
Not sure why the gave you a water cooling with an i5 processor, but keep your money, and just upgrade the computer itself. Since you are on a B150 chipset, the highest you can go is a i7-6700. Which isn't bad, and should help with streaming, You could possibly use the water cooler for the i7, but isn't necessary since it comes with a cooler. From the screen shot, I can assume you have an i5-6400 and 16GB of RAM. So here are my recommendations:

1) Get the i7, it will help for streaming purposes. You can even get the 6700K, but you should be fine with the non-K
2) I throw in the RX 580 8GB. It's kinda hard to find now, but this price can be dropped to $250 with a bit of Googling
3) The SSD will speed up the OS and a few games
4) This power supply is all the power you need. Again, the 800w is probably poor quality

I'm assuming I'd have to make my case bigger as well then? My current case is left open to make the 480 fit

Yes I provided unlocked processor for B150 board. I expect you to upgrade that boars to Z170 or Z270 in near future.
Provided best PSU so that you won't be requiring a PSU upgrade for next 10Years.
Bigger case for better cooling and easy to work in.
Even at base clock i7-7700K is best as it can go upto 4.5GHz.
I skipped SSD because performance gain is more important than gain in load time. Even if it takes bit time to boot or load games and apps the performance of games is not effected by SSD.
GTX1080 is sure to last long and perform smoothly.
