1000mhz underclock boot issue

Hello today I purchased a new power supply due to the other being cheap and I plugged in the new one and it started up fine and I still got random shutdowns and event logs told me 41 kernel power loss so I underclocked my amdFX-4100 to 1000mhz to stop this overclocking shutdown issue and I have confirmed it is a cpu problem

But now the gigabyte logo won’t even show up the post screen won’t show up so I switched out my gpu to my OLD geforce 210 and tried dvi and vga on that but still no post screen

It should be at default at 3600 MHz I’m assuming that I underclocked it so much that it is now too weak to post is there anyway to reset this back to a normal clock

I have tried removing the mobo bios battery and succeeded in nothing

CPU: AMDFx-4100
Mobo: gigabyte dual bios am3+ GA-970A-UD3
GPU: Normal gpu: Nvidia GTx 1060 6GB Palit. spare gpu: Nvidia 210

Storage : main boot ssd 120gb ADATA
Secondary: Samsung 500gb HD501LJ
Psu: Corsair cx850M
Case: bit Phoenix don’t know model
3 case fans 1 very fast and loud and it does it’s job well cpu fan
 
Solution
As per mobo spec sheet this mobo has a dual bios setup and it will automatically switch to another bios if found any major issue. Yes 20 min is way too much time. Still you can try to clear cmos by shorting two designated pins on mobo. Search your mobo manual to find this out.
However if your CPU is heavily under clocked and unable to restart then your mobo should load the default profile after few failed attempt. Since it is not posting it may be due to failing CPU. If possible try to remove the CPU and install it in a different setup to check if CPU is OK or not.
