1000ms Ping in games and servers sometimes, when i have 100MBit/s Down and 2MBit/2 Upload and 10ms in speedtest.
My friends connected to the same server and they dont have lags, and they are in the same city.
I'm connected directly to the router via ethernet.
My ethernet driver is up to date.
My ip is static and cant be easly changed and my internet connection works on DHCP
I've tryed to replace the router and reset it and it does'nt helps.

Solution
If the server is on a different ISP, you very well could be getting routed around in a strange manner because of weird interconnects, or it could be bad (whether accidental or deliberate) routing between providers. You'll get a lot more info out of a trace ping to the server you're trying to reach than speedtest from a random server that may or may not be internal to your ISP's network.
Where are you testing your ping? Is it at your ISP's server?

I live 200 miles from the arctic circle and mine described my connection as 5MB/s but I only get that speed when pinging the ISP itself in my city. Anywhere else and I get minimum of 600ms lag, download of 0.75MB/s and 0.01MB/s up
