100mbps connection dload speed still 2.5-3

my connection is 100mbps, i am getting a download speed of 96Mbps on speedtest if i divide that by 8 then i should get atleast 10-12 mbps download speed(while dloading a particular file) but i am only getting a speed that's around 2.5-3mbps......i want to know where is the problem cause for a second or two the speed hits 12mbps but then again drops down to 2.5-3 instantly.Can anyone please answer my query....thank you.

Your download speed is also impacted by the server you are downloading from. There may be any number of limitation some network related and others artificial to allow all customers to share bandwidth. Try download stuff from microsoft they tend to have extremely fast downloads.

thanks for the reply bill001g.....i tried downloading from microsoft but still got the same speed,apparently i contacted my ISP ,now lets see what they can do to resolve this.....anyway thank you for answering
