1024x768 TV Widescreen?

I know this has been asked before but how can a widescreen TV have a resolution of 1024x768? Isn't that a non widescreen resolution, is the picture stretched?

It can display any resoultion within its max resoultion, a 1080p full hd tv can display at any number between 1920x1080 to 1x1. It'll ethier strech it out or display the image in 4:3 with black boarders
