1050ti witcher 3 40-50 fps

On combat and exploring on witcher on medium settings/vsync off/hairworks off on 1080p I get only 40-48 Fps , and only in locations with less to render I get 50 fps, I just want to know, is it normal to have drops to 40-45 fps so often on medium, is the 1050ti that weak?
my config:
AMD Ryzen 5 2600
GTX1050Ti Dual 4GB
16 GB RAM DDR4 3000Mhz DualChannel
Gygabite B450M DS3H

That honestly sounds about right. It's the same power as my gtx 760 and I get somewhere in that neighborhood of fps. I forgot which settings i use some will help fps without hurting visuals to turn off. Play around and find the right mix

I'll just turn down the resolution to 900P with the post-processing maxed out
