Question 1060 3gb stuck at 139Mhz

it just happened when i was playing Insurgency, I noticed in the MSI Afterburner that my gpu core clock is at 139mhz, while being maxed out on gpu usage
I played other games before and it was fine, I was wondering is there any fix for this?
Specs:
i5-2500
ECS H61H2-MV
1x 8gb hyperx fury
Emtek Gtx 1060 3gb (its actually palit, but rebranded to a emtek)
650Watt powersupply

well, I get lower framerates that I should have, and my gpu is being maxed out in the process,
