1060 6gb reaching pass the specified core clock

I have tried different fixes for this stutter problem
-Reinstalling gpu drivers many times using DDU
-Played around with enabling/disabling turbo boost and intel speedstep in BIOS
-cleaned hardware componenents
-tried different nvidia settings
-scanned for viruses
-defragmented disk, done memory check and chkdsk /f
-many more, except I haven't done reinstalling windows

my fps drops every 10 sec or less. It doesn't drop very often while playing pubg mobile by tencent, but ALMOST drops everytime while playing black desert sea.

I observed that everytime my fps drops, the voltage limit goes to 0 and no load limit to 1. Also gpu usage drops, so as core clock. and as the fps drops, it causes stutter.

IDK why MSI afterburner says I am running at 1860Mhz core clock, when my gpu is in gaming mode set at 1708 Mhz, how am I suppose to reach that? also my mem clock is 8008Mhz yet I can only reach 4007 max.

Maybe this thing causes the stutter? idk anymore

motherboard: asus p8h61-m le
(BIOS version 0401)
cpu: i7-2600
ram: x2 4gb 1333mhz kingston and seitec
psu: 500W silverstone strider essentials
(connected to AVR)
gpu: gigabyte 1060 6gb windforce RGB
windows 7 build 7601

I've been solving this for weeks already, I really hope you could help me with this and maybe explain why my core clock reaches 1860mhz when I haven't done any overclock, idk if the previous gpu owner did, but he said he didn't and said the gpu was so smooth with him.
 
I had this same EXACT problem with Gigabyte GTX1080. I was boosting well above the boost speeds to the point where it caused every si gle game to crash. I RMA'd it, got another Gigabyte and the same exact thing happened. I tried drivers, reformatted my PC. I never found the solution so I got my money back. This was about 3-4 months ago
 


Well in my case it doesn't crash, before i experienced worst stutter, and i did some fixes, it still stutters but not worst than before. But yeah it's still there.
 
it is supposed to boost pass the specified clock . its called GPU BOOST it's like an overclock from the factory, it will provide the highest performance possible as long as thermals allow, I suspect that your stuttering is being caused by the 8gb ram that you have. are you watching CPU and RAM usage while you are gaming as well?
 


This wasn't the issue for me. Mine was literally going OVER the GPU Boost by an additional 250mhz (like it was overclocking the overclock) which I believe it was causing it to crash. I didn't keep it for more than a couple of days. I didn't want to lose the ability to get a full refund so I didn't keep it long enough to try different fixes.
 


I only have MAX: 6112 RAM usage and MAX: 64% (overall) CPU usage. Specifically
CPU 1: min 0 max 77
CPU 2: min 0 max 83
CPU 3: min 0 max 81
CPU 4: min 0 max 77
CPU 5: min 5 max 81
CPU 6: min 0 max 62
CPU 7: min 11 max 80
CPU 8: min 0 max 54

with intel speedstep ON and
turbo boost OFF


 




Were you experiencing stutters too before? and it fixed it by downclocking your gpu to the boost speed?
 

My motherboard is pci-e 3.0 so having 2.0 shouldn't be the issue.

Games would start out very smooth with high fps then start to stutter before crashing.

I didn't think about the idea of underclocking with MSI until I already returned it. I would give that a try.


 
I have found a solution to the problem, I don't know what was exactly the problem but when I switched from windows 7 to 10, stuttering was gone, it still happens (sudden fps drop) but it doesn't happen as usually as before.
