Question 1060 6gb running at low percentage

So I have recently notices that while playing overwatch on high settings my gpu usage would not max out to 100%. I am playing using 1060 6gb windforce, ryzen 5 1600 and 16gbs of Ddr4 ram 2400mhz on a 720p screen.

Q1: Is this normal (Overwatch doesn't require the full 100%)
Q2: If q1 is a yes: Will my usage increase if I buy a 1080p screen.
If q1 is a no: How can I fix it.

Overwatch still runs perfectly even though my usage is quite low.
I'm really sorry if q1 was a yes, I'm still kinda new to this stuff, having bought my first pc around 2 months ago.

on a 720p screen.

On that 720p Screen RES most of the games are mostly going to be CPU-bound, except few. Increase the resolution, if you want to put full load on your GPU. Try using DSR via NVCP settings, assuming we can enable this feature on a 720p screen.
