So I recently switched from a 1050ti to a 1060 to reach stability for 144hz but I thought that the card was temp driven and only to can spin at 60 degrees or higher but when I have nothing on it running it sounds like it’s at 50%
Did you uninstall the older drivers for your Nvidia card prior to removing the GTX1050Ti? Might want to uninstall and reinstall your drivers with the latest found off Nvidia's support site.
Might also want to see if your motherboard BIOS has any updates pending.

I have 2 different brands of GTX 1060s in 2 PCs, and the fans of both stop spinning when the load is light. What make is your card ? What does the temperature monitor software say the cards temperature is? Maybe the temperature inside your case is hotter than you know ?
