1060 core clock drops

I am having a huge problem of stuttering (fps drops and goes back), been solving it for days, maybe I can show you my core clock drops and see if it's the problem.

and also my memory clock drops.
is this normal? or a problem?

NOTE: It drops even without activity (pubg mobile, character in lobby)

I have found a solution to the problem, I don't know what was exactly the problem but when I switched from windows 7 to 10, stuttering was gone, it still happens (sudden fps drop) but it doesn't happen as usually as before.
