i am building pc soon and am choosing between a 1060 and a 1070 for 1080p gaming. I would like to heavily mod skyrim and minecraft, which gpu would be the best for this? Also i am using an i5 6600k and 16gb of ram
1070 for sure, when you mod skyrim, performance can be halved easily if you have enough texture mods on there. You need all the GPU power you can get.
The 1060 is a ultra settings 60fps card. 1070 pushes that up to the 100fps mark. Its about 35-40% faster than a 1060. https://www.youtube.com/watch?v=15Fw_bOLyqI
I doubt you would see much difference between the two, as the GTX 1060 should be more than enough to handle even the most modded version of Skyrim at 1080p.
As long as you are gaming at 1080p and you have the ca$h, go for the 1070. I doubt you'll be able to tell the difference between the two cards, but you'll be able to have a card that will handle 144Hz gaming in the future if you upgrade to an i7.

Also...
We don't know how demanding the new version of SKYRIM will be. That's the one you'll want to mod because of the god-rays etc., though maybe FALLOUT 4 is a better indication.
You have to be very CAREFUL with mods. Even the best system can get bogged down with minimal visual advantage beyond a certain point not to mention the chance of crashing increases.
