most people get over 200fps with a 6400 or +250 with a 6500 but i cant get more than 150 on dm,usualy 70-120
its not a gpu thing, gpu easily renders over 70 frames every second on gta v (1080p max settings)

edit:
i just checked gpu usage using precision x,max 35% instead of +90%

I actually do not know any reason for this to happen...
Potentially you have some software which is interfering with the source engine.
I have had problems with EVGA Precision X in the past, so try uninstalling it and seeing if that fixes the issue.

Try setting your GPU performance mode to 'Maximum performance' in the nVidia drivers specifically for CS:GO.
To do this, open nVidia control panel, Manage 3D settings (on the left), select 'Program Settings', click on the bar and scroll to find 'Counter-strike: Global Offensive (csgo.exe)'.
When the settings have loaded, scroll down to 'Power management mode' and choose 'Prefer maximum performance'.
Then click 'Apply' at the bottom of the page.

This fixed the issues for me (I use two GTX660s in SLI) so I can get 280fps at 1080p max settings.

for some reason simply opening csgo uses 40% cpu power,it raises up to 80-100% ingame

many people use 1060 with 6400 but they dont have any bottlenecking problems idk why it happens on my pc
