1060 Under Performing HELP

I recently purchased a 1060 to give my old pc a little boost here are the specs: https://puu.sh/zlbt9/ecdcd6c4db.png

in some games I'm getting 10+ fps gain such as GTA V and PUBG, but it's worst in CS:GO where I only get 30-40 fps
this is really frustrating and have googled for weeks and tried everything under the sun, from DDU, V-sync settings.

Any more input would be appreciative

Test with only a single monitor connected. You have everything connected to the video card correct, not the motherboard?

Hey, thank you for replying, I tried with one monitor in and same results, https://puu.sh/zmCVo/72c055d60b.jpg 64 frames in tunnels where it should be easily cracking 300
