Question 1070 fan trouble

Had a 1070 as an rma replacement however I'm having difficulty controlling the fan speed. No matter what I use I can't get any software to override the gpu fans they're either off or run at full pelt.

It's an msi gtx 1070ti duke.
I've tried msi afterburner and evga precision so far but they don't alter fan speeds in anyway plus they both, along with CPUID state that the gpu fans aren't moving but the noise from the box says otherwise.
Is this card knackered? OR am I missing something?
 
Which Power Supply Unit are your using for this GPU ? List the brand/model. Have you tried to reseat the GPU on the PCI-Express slot of your Motherboard, and also made sure all the PCI-E power connectors are properly plugged in ?

How OLD is this GPU ?
 
Not the foggiest as it's a warranty replacement. It's being powered by a corsair sf 750 platinum not tried re-seating yet. It is however going through a pci riser board.
