1070 or 970

I recently bought a gta 970 and now I'm thinking of returning it and waiting for the 1070 but I have a amd fx 8350 and I've been told that the 8350 will bottleneck the 1070 so is it worth it to buy a whole new cpu mobo and the 1070 or should I just stick with my 8350 and 979 which has been performing great

Heres the thing about bottlenecks, YES it will bottleneck, that we can say for sure. But bottlenecks aren't always game breaking and with some settings tweaking you may well not even notice the issue. If you have the opportunity to get your money back I would, the 1070 will cost you the same, perform better, and last you longer (into your next build some day).
Return it while you can. It's a short wait, and you'll benefit in the long run. You'd have to upgrade sooner with a 970 than 1070. Don't worry about any bottlenecks between your CPU and GPU. Play a game, if it's not up to your own standard, then upgrade based on that. Don't upgrade based on what other people think, you're the one using it.

Solution
I'm going to second what the other posters have said as it really seems to be solid thinking. If you can hold off the 1070 is really promising and unless you are on a hard budged or get a really sweet deal the 970s are not going to have the staying power that the 1070 should have. The perf will be better on the 1070 and that 8Gb of Vram keeps you in business going forward. A 1070 will definitely be able to be moved to your next build when /if you feel the current platform you have isnt up to snuff.
