1070 Ti or Vega 64?

The two cards are nearly at the same price, the 1070 Ti asus ROG is 620$ and the Vega 64 asus ROG is 635$. I'm concerned about the Vega 64's power consumption, I want to overclock it, but the OuterVision® Power Supply Calculator says that I'd need 1600W PSU. I read about undervolting and then overclocking, but my main concern is that I would want to run it at +50% power limit. I currently have an 850 bronze psu. Should I bother with the Vega 64 for more power, better performance, or should I play it safe with the 1070 Ti and overclock that one?

PS: I'd want to run the Vega 64 (if possible and the charts arent hoax) at 1700 MHz with either 950 Mhz or 1000/1050 MHz. I'll be using a Ryzen 5 2600x with it, with 16 gb of ram

850 watts is plenty if it's a decent psu.
I have ran a Vega 64 Liquid on a 850 watt psu for over a year.
You don't have the kind of OC headroom on Vega that the green team does, so don't expect to crank in 300 plus mhz OC.

Hungary, I got it for ~50$ when it was discounted from 70$ or 75$

I was looking at the Vega 56 too and read about bios flash etc, I'd be willing to do that, but the AIO (sapphire, asus etc, non reference modells) are working with "hynx" or what and not samsung, so thats out of the question, unfortunately. It costs 560$. (I know that the 1070 Ti is the "competitor" of the 56, but as the pricing are the same on the 64 and the 1070 Ti, i'd rather pick from that two)

Is it a big no-no to stay with the old 850? :/ Even for a month? Tbh, I'm on a budget, which I'm already exceeding (1450$ budget and what I'm thinking of buying is at 1600$) and I'm currently waiting on Black Friday. The main plan was, if I can't get it below my budget, i'd give up the Kraken X52 and buy it next month, but to buy that, and a new PSU,, is out of reach unfortunately.

As for the GTX 1080: GIGABYTE GeForce GTX 1080 Turbo OC, the blower style one, I could get it for ~650$ but then again, my budget is being exceeded a bit.

(I know I could get a cheaper ram and no liquid cooler at all, but frankly, I want my PC to look good, which is kind of idiotic considering I'm on a budget, but still)

No unfortunately I don't. The budget in FT is 404.000. Honestly, I'd like to have the X52 for aesthetics, I'm thinking about maybe it'll improve my mental health if I get what I want and it makes me kind-of uplifted to look at. The monitor will be upgraded in the upcoming months, currently i'm rocking an 1080p monitor. I'd like an 1440p or a 4k monitor but then the games wouldnt be at ultra. Since I couldnt really play high end games in the past 3-4 years (had an HD 7770 OC that I bought in 2012, and a setup with it, it'd run everything at max settings, but it got old, and died on me half a year ago. Thats when I switched to R9 380 4GB, which I got for around 150$ with discount, but I cant use it to its full potential because of CPU bottleneck, Phenom II X4 965 BE) I'd try nearly everything out that I could throw at my new PC. From Forza, to new Battlefield, AC, etc.

Right now I'm "stuck" at playing World of Tanks, with 1080p low settings, and I'm not getting 60 fps with my current card, so thats a bummer.

I have a PC case already, Chieftec Scorpion. And I'll be buying these parts at black friday so if I get lucky I can squeeze the parts in, and if not, as I said I wouldnt buy the kraken yet. But if the PSU is really needed, then I'll buy that and not the cooler yet or at all :/ I appriciate that you went through and picked these out, but I have my "main config" or so to say to buy:

Ryzen 2600X 67k (bit more expensive, but turbo's higher in single-core when not all cores used in gaming if I read it or remember it correctly)
B450 Aorus Elite 32k
DDR4 3200 2x8 +2 "demo stick" 68k
Samsung 860 Evo 500GB SSD 27k (I might drop down to the 250 MX500 that you said, but I believe 500GB should be good for that price)
2TB HDD 17k or 1TB 12k
ASUS Radeon RX VEGA64 178k
TX750M 32k
This is 405k if I buy the lesser SSD/HDD (I currently have 320 GB HDD which is reaally slow so any upgrade in that regard would improve the experience significantly better). And then again, The prices might get lower at Black Friday.

Mind if I ask you whats the difference between the motherboards? First I was looking at an X470 Asus rog but thats too expensive, then I switched to GIGABYTE B450 AORUS PRO but ended up with B450 Aorus Elite which is cheaper but I believe still looks great.

I was thinking about that, but does that stock cooler handles that kind of overclocking? I mean, if I can't buy (yet or later) the Kraken X52, then it'd have the stock cooler and as far as I know the 2600X stock cooler can handle its turbo speed. If I could get the Kraken X52 and dropping to the 2600 then yes, I'd do that, I'm willing to overclock, and I saw that 1.425 is "safe" too, and with that it can reach somewhere 4.3 GHz, might be a bit higher. But if the 2600X isnt that significantly faster, I'm talking about when its not manually OC-d it can exceed its 4.2 GHz on few cores if needed, and would be fine on stock cooler, then I might choose that one over the X
