1070 ti overclocking mhz decreasing each 5 degrees after 60 degress

im currently overclocking my 1070ti to 2038mhz but as soon as it hits 60 degrees it goes down to 2025mhz then at 65-66 degrees it drops down to 2012mhz, any thoughts on how i can stop this or anything i can do? i've tried doing a fan curve etc but it doesnt really seem to be helping to the extent id like, would water cooling (not a custom loop) help keep the constant 2038mhz and is it even worth it for the extra 30ish mhz? thanks in advanced
 
Solution
My water cooled card makes the first step down at 45c so the cooler the card the better. In the real world these small clock changes are going to make no difference in performance so not worth changing cooling methods over it.
