1070 Turbo or 1070 Zotac Mini

If the "Turbo" is a blower card then I'd say YES, the Mini should be quieter and possibly maintain a top frequency of 2000MHz or so better than the BLOWER style in some situations if the blower card can't keep the TEMPERATURE below the throttle point.

I can't find a review, but if THIS is the card or its similar then note how LITTLE EXHAUST there is for the hot air:

From experience I can tell you that even with good case cooling and relatively low room ambient temperature that this fan will spin up pretty loud to keep it cool.

Again, with good case cooling you should go with dual or triple-fan solutions that blow the air back into the case rather than try to...
Zotac isn't the brand I would recommend. I'd put Asus, EVGA, MSI, then Gigabyte ahead in that order (also depends on card model).

The Zotac cards may be just fine though.

I can't find a Zotac "Turbo" model. Is that another brand?

Asus has one and it's a BLOWER STYLE card that exhausts out the rear, but you should always AVOID those cards unless your case has poor ventilation and needs the hot air blown directly out the rear.

Because blower style cards are louder.

The Zotac Mini also appears to have COIL WHINE on a higher than average number of cards from what I can tell.

Of the CHEAPER 1070's, I like these two the most:

That Gigabyte is large, but if it fits it should be very QUIET under load. I'm not sure how good the Zotac Mini is. It's not "loud" but it's louder than other 1070's with larger coolers.
 


So out of the two I listed, the Zotac Mini is better? These are my ONLY two options, I am spending $350 and these are the ones I have. I have the Fractal R5, and my computer is SUPER silent, even with all fans on full speed. I dont overclock and like I said, cooling is great in my case.

Thanks for the answer. FYI, I was talking about the ASUS Turbo, sorry for not clearing that up. The cards are just super cheap and I understand that I am not getting the BEST, but its still a 1070, and i'm okay with a TINY bit of noise because my 1060 G1 Gaming is overclocked ALOT and has max fan speed by default. I also have a fan in my room so its not like im in the most quiet environment.
