1070 won't overclock even 1mhz

So I just got my new msi 1070 gaming x in the mail today, hooked it up, everything worked. I decide to go overclock it, and guess what? After trial and error, it won't overclock even 1mhz on core OR memory. Everything is stuck at stock values, whenever I go to overclock my whole screen glitches out and then my pc restarts. Tried using msi afterburner and asus gpu tweak ii.

It could be PSU related. What are the rest of your system specs?

It has been fixed with all my drivers reset, I can now overclock to 2117mhz with no artifacts. But if you're wondering, it's an EVGA 750 G2 to go with: 3 WD blue's, 1tb each; 250gb 850 evo; msi gaming 5 z97; and an i7 4790k on a noctua nh-d15.
