Question 1070ti duke fans

I recently received a warranty replacement of an MSI GTX 1070 TI duke. I put it in my system and the gpu fans immediately run and almost full speed. No matter what program I used I couldn't manipulate the fan speed up or down so I sent the card back assuming it was faulty.
I've since received the same model (different serial) as a replacement and it's doing exactly the same thing.
Gpu temp is 34 degrees idle and cpuid shows the pwm fans at 93%

Is it screwed or am I missing something obvious?
 
Okay. That's a very good PSU, so no issues here. I suspect some fault with your GPU instead.

Though, since you have already got a replacement as well, then this shouldn't be happening, unless there is some hardware defect with the MSI DUKE series of cards, IMO. I'm not fully sure though.

Have you tried doing a CLEAN re-install of the GPU drivers ? Use the DDU tool.
