Question 1080 FE with the performance of a 1070

temps are okay (80ish) , cpu usage is okay (around 40% on ryzen 5 2600) , gpu usage is around 95% , but i have 2400 score in heaven benchmark instead of 2700/2800 and low fps in games compared to what it should be (around 15% to 20% less). i checked drivers , windows power options , i have good psu (700w cooler master) everything is okay.
what could it be ?

Are u using msi afterburner to monitor?
If so what is your gpu and memory clock speed?

yes , cpu clock is 3750 Hz and gpu clock is around 1800

Gpu clock is a bit low
Try to make the gpu go around 1950
