I am thinking of upgrading my gpu in my PC to a gtx 1080, however Volta doesn't seem to that far off. So am I better waiting off Volta or buying a gtx 1080

Volta will definitely be amazing, But honestly i would go with the 1080ti.

what is your current GPU and monitor, and, chosen resolution for gameplay?

For instance, even a GTX1060-6GB is more than enough for 60 Hz monitors at 1080P res....

At 4k, however, a 1080Ti is quite desirable..., but at 1440P, the 1080 rocks; if the next gen 'hypothetical 1170-equivalent' is as fast as a 1080Ti for $100-200 less dollars, waiting might be advantageous...

I've not seen any performance leaks or rumors yet, however, so, at least the 1070/1070Ti/1080/1080Ti's performance is known.

2 ways to think about it, you can choose what you like best:

Buy what you can afford now if you want an upgrade now, you can sell your card when you're ready to upgrade again.

Keep playing on what you have so that you can save up until you can buy the 2080 when its released, no matter the cost.

Personally I have a 980 and I play at 1080p, im perfectly happy to wait, maybe even longer until the 2080ti is released.

I wouldn't be happy on 1440p or 4k unless i could get 144 fps or more, so for me thd 1070 or 1080 just isn't quite good enough.

if volta puts up nice hash rates you can expect prices to be high and stock to be low. i assume and fear gpu price/performance ratios wont be going down anytime soon even if a 1160/1170/1180/1180ti are released... expect them to come in at the same price or higher as the equivalent card they are replacing.
