1080 Ti FE Reaches Power Limit at Factory Settings

I have an NVIDIA GTX 1080 Ti founders edition running with no overclock. Running the Unigine Heaven Benchmark with ultra settings my GPU at the start has already reached 100% power with the power limit reaching 1, indicating that it throttled down. I have an 850 watt power supply unit (RM850X), and my CPU is an overclocked Intel i7 5820k running at 3.8 GHz. Why is my graphics card already at its power limit when it hasn't been overclocked?

Apparently he stated that API 10-series GFX cards have a higher power cap than Founders Editorion cards. That explains why he was able to run the Unigine benchmark without exeeding the power limit with VSync turned off, whereas mine already met the threshold.
