1080 ti High FPS Choppy

Hello everyone. I just bought a used Zotac Mini GTX 1080 ti off of Ebay. The FPS I've been getting is great, however even though my FPS has been high it feels kinda choppy. Almost as if the FPS was low. I'm playing games like the Witcher 3, Darksiders 3, Overwatch, Battlefront/Battlefield. In all these games I can get over 100+ FPS completely maxed out at 1440p. The 1070 I had in my PC before didn't have this problem, so I'm not sure what's wrong. All my games have been at 100% GPU load except Darksiders 3, that game is at 50-60% GPU load. I'm thinking about upgrading to Ryzen 5, I'm not sure if my CPU is bottlenecking my card. The only game that plays really smooth is Overwatch, play flawlessly. CPU temps are 60c at load and GPU is 60-65c at load.

Monitor: 1440p 165hz Gsync
Motherboard: MSI Z97 PC Mate
CPU: i7-4790k at 4.4
RAM: 16GB 1866
GPU: Zotac Mini GTX 1080 ti, with a Kraken G12 cooler on it
PSU: EVGA 650w 80+ Bronze
 
I'm shocked that no one has helped yet. So I'm still having this problem.. I sent back the used 1080 ti and bought a RTX 2070, hoping that the used GPU was the problem. It wasn't. I'm having bad stuttering in just about every game I play, the only exception is Overwatch for some odd reason. In BF5 my CPU is at 100% on all cores, except when I use DX12, then I'm sitting at 93-98 but still stuttering. My GPU seems to stay at 100% at all times, except playing Darksiders 3, then it drops to 50-60%. Please help, it's driving me crazy. I just ordered a Ryzen 5, desperately hoping that a platform upgrade will fix my stuttering problem.
