1080 Ti is being worse than a 1060...

So here's the problem, I used to have a 1060 3gb and played rust at the fantastic setting, played Insurgency Sandstorm at high and stuff like that, but then I get this 1080 Ti and even overclocked it and I get worse or probably the same frames per second. But here's the catch, my GPU and CPU is at 15%-30% most of the time. So there is NO bottleneck, it's just that the card doesn't even want to put any effort in and neither does the cpu. I also have 28 gigs of ram if that matters at all. I also tried to play GTA San Andreas and the graphics card and cpu go to 10% usage and the game stays at 160 frames per second (when my gtx 1060 had the same framerate at 100% usage).
And I'm not just being snobby and wishing for more than 60 fps, I'm sometimes barely hitting 40 on a graphically intensive game with low usage...

Specs:
PNY GTX 1080 Ti (overclocked myself and still have the same issue)
Intel Xeon x5675
28 gigs of ECC Ram



P.S I have tried Dynamic Super Resolution and put it on 4k and still get the same usage

Is this what you mean? CPU 3 is at 70%-80%

Another thing I would like to add, is that I did have an x5650 in this PC before I upgraded to an x5675, but I did take the jumper out of the motherboard to reset the computer bios so I don't think that's the issue.

I actually had to install an operating system, there was no information of the old CPU left on this pc, and it would be impossible. This is definitely not a CPU problem. My friend with a 2080 ti barely gets any usage either. Just powerful graphic cards barely get any usage and when they do it's 4k and the graphic card is maxed so it's the same fps. I just want to find a way to put more usage so I can help myself and everyone else trying. I have new updated results of my testing, what do you think? https://www.userbenchmark.com/UserRun/13581937
