1080 Ti is thermal throttling with certain games

I've done everything:

-cleaned out my components
-rearranged fan configurations
-took off OCs
-rearranged power configurations

I still get thermal throttling for games like Titanfall 2, PUBG, and Rainbow Six Siege (80-85 C)

Am I doomed to get the hybrid cooler for my card? What should I do?

You shouldn't have to though. I suspect the sink isn't cleaned enough. You bought a card that should have 1080ti or better specs. Underclocking it shouldn't be needed. Vcore is the voltage yes. If it really is clean and not matching the specs of what you bought you might need to return it.
You said you "cleaned out my components", that did include the cards heatsink right? Take the shroud off and make sure the heatsink is free of dust. If it used to work, it should still.

Only other thing I can think of is to try to limit it yourself. Drop the Vcore a bit, and the core frequency some as well. If you can stop it from hitting 85C where it wants to throttle, then you should be ok?
