1080 TI Not enough to edit 4k in Premier Pro CC?

Hey guys, this is probably going to take the expertise of an Adobe wizard, but thought I would try here fist. I am struggling to figure out how to get my new rig to handle 4k in premier pro, and i'm honestly dumbfounded that its not powerful enough (if that is really the issue).

New build:
-i7-7700k
-16 gig DDR4 at 2400
-GTX 1080TI
-650 watt PSU
-Editing off a M.2 internal SSD

I can edit 4k videos smoothly up until they are about 2-3 minutes long, or add any kind of effect or transition. After that I start dropping tons of frames and it gets really hard to operate.

So, my questions are:
-Is this machine honestly not good enough to edit 4K natively for small projects?
-Are there certain settings I can adjust in premier pro CC to fix the performance?
-What else can I do to speed up my 4k workflow?

Things I have tried:
-dropping the playback resolution to 1/2 or 1/4 in PP CC. This has pretty much no effect on performance.
-closing all other background programs
-updating drivers
-mercury engine on and off (I think its called?)

If anything it seems like Premier Pro isn't properly using the resources available, because unless I am rendering the export it only uses about 4 - 5 gigs of ram and the graphics card does not push any heat into the room. If I am playing a video game the graphics card is clearly working hard because the room turns into the Arizona desert.

Thanks!

It sounds to me like you've got something configured wrong in premier, maybe an encoder/decoder software issue...your PC hardware is more than capable of handling video editing. The impact of slow hardware would simply be slow rendering...in other words the render wouldnt/shouldnt fail..it should just take longer than you want to finish. What you're describing is a failure in the render process...I would contact premier support and ask them about your settings for the render and your encoding choices.

Thanks for the clips but Linus seems to be focusing on the encoding side of things, which doesn't quite speak to the issue I am facing while editing on the timeline.

Look through his videos. The other one I mentioned does. He is focusing on the time line directly when using some Titan XPs I believe. Sorry dont have time to look for that exact video.
