1080 ti not running at full performance 50%-70% load

CPU: 4790t 2.7-3.8ghz
GPU: EVGA 1080 ti FE
RAM: 16GB DDR3 1600Mhz
SSD: samsung evo 500gb
HDD: 2x 2tb hard drives raid 0
Motherboard: MSI Z97S SLI Krait Edition
PSU: corsair cx 600 600w

I just got a 1080 ti and noticed that my fps was not anywhere near what over people are getting. I tried a throw games like gta 5, for honer, overwatch crises 3 and seen that the gpu load never hit 100% in any of this games. I now this is sometimes normal for 1080p but the fps is whay lower than over people's fps.

gta 5 max settings 50 fps
overwache high setting 150 fps
csgo max settings 230 fps
for honer high setting 90 fps

I am running these game,s at 1080p on a 144hz monitor.

What i have checked so far.

gpu temps 77c max in game.
cpu temps 54c max in game.
gpu core clock 1822.5mhz stable in game.
cpu load in gta 5 80% max.
disk speed fine tried gta 5 on ssd and raid 0 same results.
gpu memory clock 5508.0mhz stable in game.
vsync is off in game and in nvidia control panel.
DSR is disabled.
i reinstalled my gpu drivers and cpu chipset drivers.
updated bios.

the only thing i can fink of now is the ddr3 1600mhz ram. I am pulling my hair out at this point.

I dont think it is the cpu becuse whan i use dsr to run gta 5 at 4k the fps drops to 20 fps and i fult high reserluchens stop the cpu bottleneck or do dsr not work like that?

and its not hetting 100% at all

Actually the higher the resolution the LOWER the bottleneck. So DSR would be working in your favor. All the CPU cares about is frame rate.

The T SKU's are low powered versions, so expect a little bit of bottlenecking.

But your CPU should of hit 100% if it was a hard bottleneck. Are your drivers up to date?

Think about it this way.
You have to create a balance between all components, especially CPU and VGA.
Your VGA is the best graphics card ever made (for gaming)
Your CPU is no where close to even being considered a top-of-the-line chip.

Well unfortunately there aren't many other things you can do to help.
Best bet would be to get a CPU upgrade.

The CPU doesn't need to be anywhere near 100% to still be the bottleneck. If you have poorly threaded games that are reliant on a few heavily loaded cores, maxing out one or two cores, no matter how many still available can be your limiting factor.

Instead of comparing the final frames per second of your system to that of others, what you should be comparing is the max single threaded performance of your CPU with all cores at their highest frequency they will run at. If others can score higher there, there's your answer. As your GPU doesn't generally bottleneck even higher performing CPUs than yours, it's likely not the culprit, but right away I see an issue that, you set games to "max" and expect things to be "hunky dory." You can't expect even the top tiered equipment to perform great with every setting turning up. In most cases, you need to test for settings that can be impacting performance severely while at the same time adding almost zero improvement to visual fidelity. A lot of settings made available to PC gamers can seriously hamstring performance.

If the CPU was staying at 3.8ghz it would probably be fine, does your bios allow any sort of tuning or overclocking? at 2.7ghz i would imagine you would get some choppiness depending on the settings.

The turbo states for that chip are:

3,300 MHz : 4 cores
3,600 MHz : 3 cores
3,800 MHz : 2 cores
3,900 MHz : 1 core

A heavily threaded game is going to significantly underperform on that CPU compared to higher clocked parts.

Unless you have a very powerfull cpu, any graphics card gtx 1080 or higher should be ran at resolutions 1440p or higher. Otherwise you'll experience a cpu bottleneck as those cards are designed to run at higher than hd resolutions.
