1080 ti power consumption

I Have a evga 1080 ti and a 600 watt psu. It is a open air cooler and one of the fans isn't spinning what do I need.

?? Is your problem power consumption or that one of the fans doesn't spin??
What power supply do you have?
Did you attach the PCIe power cables - I think that it takes a 6-pin plus an 8-pin
What temps are you seeing? Is it possible that the card is so cool that it just powers down the fan?

Is the card under load?
If not it's quite possible nothing is wrong some cooler's shutdown fans if Temps are low
