Why is SPECCY Showing my 1080 ti with only 3GBs of RAM?

Solution
Speccy is bugged when showing VRAM. It says my 8GB VRAM card only has 4 GB. GPU-z for instance, reports the correct amount.
I have seen a ton of other examples of this as well, when other people link to or post Speccy results of graphics cards with more than 4 GB VRAM total
