1080 Ti STRIX OC Under Performing?

My friend's build 1070 STRIX OC i7-7700k 16 GB RAM
My build 1080 Ti STRIX OC i7-4770 16 GB RAM
His FPS in PUBG while streaming is always higher than mine, even when we aren't streaming he gets better frames then me. I don't understand how? Is it my processor that's bottlenecking me with PUBG and this shitly optimized game? Or should my 1080 Ti still be out performing his on PUBG?

Pubg isn't optimsed and his 7700k will give him a hand when it comes to streaming and of course what resolution you playing at as that could be why ur 1080ti isn't fully utilised.

I stream with my GPU, cause PUBG does seem like a CPU intensive game...
It's just frustrating...
