Question 1080 Ti Turbo fans are always on and can't be changed below 21% - Is this normal?

I bought a Gigabyte Turbo 1080 Ti second-hand last year and was trying to alter the fan curve as it gets really loud under medium load (Yes ik I shouldn't have got a blower gpu but I didn't know a lot about PCs and it seemed like the best value option) However when doing this I noticed that the Fans never go below 800 rpm, even when temps are under 35 degrees, and can't be manually changed below 21%. I tried to look this up but all I found was people saying that most gpus should turn off the fans below about 50 degrees.
Basically I just need to know whether this is normal or if it's a software/hardware issue that I can fix. I am using a gigabyte B550 motherboard and 4 kind of crappy proprietary fans for cooling if that helps, and I can also provide some temps from my hardware monitor if you need them.

this is controlled by gpu firmware, if gpu vbios doesnt supports it, then you cant turn it off/go below predefined value
