1080 ti Turbo/i7-7700k low fps issues

So, I've scoured the internet in hopes of finding any solution at all to my current issue. I got a new computer and for some reason any game I play barely even goes over 100fps if at all for 1080p. I've tried updating windows, using DDU to clean and install the gpu drivers, turned on maximum performance in power settings, turned on maximum performance in nvidia control panel, made sure my gpu was the physx option, made sure open GL was set to my gpu, made sure my gpu was being used as opposed to my internal gpu, and have checked temps/loads while gaming. I'm very frustrated and am at a loss of what to do, any help would be appreciated.

Gtx 1080ti turbo 11g
I7-7700k oc'd to 4.7ghz
32gb ram- 2x 16gb gskill 3000mhz
Asus strix z270i MB
Asetek frostbyte 120 cpu cooler
600 watt Silverstone SFX series psu
3x monitors- 1 Alienware 240hz gsync, 1 hp omen 144hz freesync (set to 60hz as my side monitor), and one acer 1080p monitor. I am using gsync.

Depending upon the game, over 100 FPS is hardly something to something to be ashamed of. And that Time Spy Score of 7236 is pretty good.

The processor is overclocked to 4.7 GHz And the GPU core is overclocked to 1,924 MHz and the memory is overclocked to 1,401 MHz.

The only things I can think of to increase your FPS would be increase the overclock of the CPU & DRAM, and then do the same for the GPU & VRAM. That is easier said than done. I don't know how much fine tuning that you can do.

Decreasing the number of actively running software, increasing the virtual memory will help to a point.
 
I guess I was just misinformed on how these things work. In all honesty, I assumed that a 1080ti would be able to run games max settings, 1080p, and I have a 240hz gsync monitor, but no games even reach that point even changing settings lower/increasing them. I bought this monitor to be able to compliment the 1080ti and be able to run at 240hz, and no matter what game I try it never gets even close to that.
