1080p (Low Refresh rate) vs. 1440p (Higher Refresh Rate)

As the title states, would it be better to go with a 1080p monitor with a low refresh rate or 1440p with a higher refresh rate. I would assume for normal AAA titles (like GTA V), the 1440p would be preferred, but I also play CS:GO. I was wondering what would be the better choice to find a good median.

My current rig:
Ryzen 5 1600 (not overclocked but i plan on it)
Zotac GTX 1060 AMP 6gb
8gb DDR4-3000mhz
ASRock AB350M Pro mAtx

Also worth mentioning that I am 15 and do not have an income source so cheaper would be preferred :D (However I plan on getting a summer job).

There is really no connection between refresh rate and resolution, at least not in the way you describe. You can get a great 1080p monitor with very high refresh rates. The only difference is in the picture quality...the higher the quality of the picture, the harder it is to render at high refresh rates.

Having said all that, the gtx1060 should be able to do 120fps with "medium to medium high" settings on 1080(very general statement there), but would definitely struggle to do 120fps at 1440. If you're fine with 60fps, you might get high settings on 1080, and maybe medium on 1440. All this is very general, but I think you probably get the idea.
