Hello my setup is:
AMD FX-6300 OC to 4000 Mhz
Gigabyte motherboard GA-78LMT-S2P
8GB of DDR3 G skill ripjaws RAM
AMD Radeon HD 6670
Logisys 480W power supply

Once i overclocked my CPU from 3500 to 4000 and turned on my GPU overdrive to 900Mhz GPU clock settings and 750Mhz memory clock settings my system wont run 1080p movies without lagging. Do i need to upgrade the power supply? or could my graphics card be taking a crap on me? Also, do you think it would be wise to get a different motherboard? Id like any recommendations to update my system. Im leaning towards the R9 270x for cost wise and build upon that. Thank you in advance.

yah your power supply is bottom of the barrel and should be replaced. it has about enough power for an iphone in music play mode!! the pc should play hd movies fine if it got enough power. the overclock is def pulling too much from the psu. it has 16 12v amps which is 192w at 100% the gpu is 75w and the cpu will be another 100+, so yah that psu is the issue

a quality 500w one would be plenty of power.

550w would be easily enough power and allow for a better gpu when/if you decide to upgrade. take a look at this list http://www.tomshardware.com/forum/id-1804779/power-supply-unit-tier-list.html and look for something from the top 3 tiers. these will be quality units that actually provide the power they say they will. if you would like help choosing give me an idea where you wish to shop and i can skim and see what is there. i know outside the US prices and availability are very limited and different. if in the US, then it would be easier to find good prices and if you prefer a merchant, just let me know :)

After Overclocking did you stress test the System for stability? That motherboard has a very weak VRM for overclocking. Be sure your CPU is not throttling due to the VRM. This will give lag.

Are you using the stock cooler or did you replace it? if so with what?

Yes I did a stress test on the GPU and came up with 7fps lol a score of 314 on furmark and yes I thought maybe the motherboard might be part of the issue as well. Also yes I'm using stock cooler. Nothing aftermarket for cooling the PC.

If you are OCed to 4.0 GHz you are surely throttling due to heat. IF you want to OC you need to add an aftermarket cooler to the CPU. The stock CPU cooler is designed to only cool the CPU at stock frequency's. This is whee your lag is coming from.

While I agree your PSU is the sludge on the bottom of the barrel for quality and needs to be replaced for sure, it is not the reason for the lag.

Download AMD Overdrive. DO NOT use this program to adjust setting BUT do use it for watching the "thermal margin" temp. This temp works in reverse in the way of when it reaches 0°C you will start throttling due to heat.

TO stress test a system properly you need to not only stress the GPU but the CPU and ram also. If you have not changed the reference clock and have not changed the Ram speed over stock then there is no need to test the ram unless you have just built a new system. To stress test teh CPU, which needs to be done any time you change the frequency, use Prime 95 and Intel Burn Test. Run prime 95 for a minimum of 2 hours. Run IBT on maximum stress and for 20 runs. Warning watch your temps because these programs cause the CPU to heat up.
