I have a pc which is using Msi Gtx 670 OC Edition, I also own a Sony ps4 pro. I was planning to upgrade my monitor from 24 inches to 27 inches preferably 4k so that I can hook my ps4 pro to it. Samsung LU28R550UQW is the model I am planning to upgrade. If I connect my ps4 pro through Hdmi 2.0 on the monitor and gtx 670 through Display port 1.2 also on the monitor can I expect the monitor to work properly when using pc? The 4k monitor has refresh rate of 60hz, and since Gtx 670 is connected through DP cable 1.2, suppose I game at 1080p or even 1440p the refresh rate may get varied maybe more than 60hz. Can I go ahead and purchase the monitor?

For 4k I'd suggest getting something bigger than 27".
32"or 34" at least.

27" is good for 1440p (also 1080p). 4k screen details on 27"look tiny. You'll have to use scaling.

As for connections - yeah you're fine. Gtx 670 supports 4k@60Hz over DP. Monitor has DP. So - you're good.

What is your full spec?

If you connect your PS4 and PC together to the same monitor, you can switch it between them but you can't use both at the same time.

As for whether your GTX 680 OC Edition can support an 4k on a higher resolution monitor, I think it will struggle to get the same performance as you did in your old monitor; perhaps a 20% performance drop and unstable fps.

I recommend focusing on upgrading specs of PC than monitor.

My pc specs is
Core i7 3770k Processor
Asus Maximus V Gene Motherboard
8 gb 4×2 DDR3 Gskill Ripjaws Ram
Msi Gtx 670 OC edition Graphic card
120 Gb Ocz Agility SSD
2 TB Western Digital Green Hdd

This pc was built in 2012. I could upgrade my pc but since graphic card cost are very high due to crypto mining and also I already own a ps4 pro. So I usually use the same for latest games. Suppose I alter the game settings on pc to 1080p resolution, and since Display port 1.2 easily outputs 1080p at 120hz will there be any screen tearing because of monitor being a 60 hz?

Your absolutely right DP 1.2 supports 4k@60Hz, but what if the same DP 1.2 is made to transfer 1080p on 60Hz monitor through PC not PS4 PRO. The DP 1.2 usually transfers 1080p at 120hz.
