Question 1080ti ftw3 clock keeps boosting when just in desktop

Instead of staying at 139mhz it randomly jumps to 605 and 1569 and stays there for a couple minutes before going back down to 139. Any idea what could be causing this?

look in task manager whats using your gpu
u can furter use app profile in nvidia controll settings to use low power for such app

In task manager I am at 0% with chrome closed. I only see client server run time process that jumps around from 0-4%. Even at 0% usage it still takes a while to go back down to 139mhz from 605
