Question 1080ti not working as it should

My specs are:
Ryzen 5 2600
Gigabyte 1080 ti OC gaming 11g
Asus Crosshair VII HERO
2x8gb of ddr4 2133mhz ram cat 11
Corsair CX series CX750 750W
1080p monitor

I have low frames on multiple games such as fortnite rainbow six siege and rust. On fortnite i get around 50-170 fps on medium settings and on rainbow six siege i get around 70-130 fps with very low settings. I've seen people with similar builds getting around 200 fps in fortnite and 140 in rainbow six siege. I have 3 ideas: the processor is too bad for my gpu; my gpu is not behaving as it should because it isn't on the qvl list of my motherboard; the speed of my ram is too low for my cpu;
And because i am not really sure what i should do, i am asking for help.

It's more then likely your memory, the difference between 2133 & 3466 (Max for your MB/CPU) can be as high as 25 FPS depending on the game. Also if your CPU isn't overclocked you may want to try to get a 4ghz+ OC on it as that will help with the FPS.
